Using Mineralocity Aggregates to address NIMBY Concerns: Parleys Canyon, Utah

BY: STUART BURGESS

Last week I had lunch with an individual who is involved in exploring the potential of developing a construction aggregate quarry in Parleys Canyon, just outside of Salt Lake City. As with most quarries in the United States, the proposal is facing stiff opposition from the NIMBY (Not In My Backyard) crowd. Our discussion focused on the NIMBY opposition and a necessity to find a way to better portray the economic need for the quarry and benefits to the community beyond jobs and tax revenue. I put my thinking cap on and applied the Mineralocity Aggregates platform to utilize market intelligence for this specific proposed operation.

NIMBY-ism is not a new concept: according to Britannica, “The phrase seems to have appeared first in the mid-1970s. It was used in the context of the last major effort by electric utilities to construct nuclear-powered generating stations.” The term has been used consistently since then in relation to housing developments, homeless shelters, incinerators, sewage treatment systems, fracking, nuclear waste repositories, and of course mining and quarrying projects. The idea behind NIMBY is that local residents aren’t necessarily opposed to the ideas behind a project but want it to be built somewhere else – preferably far away. Far away from the construction, machines, noise, dust, and other perceived hazards. The concept makes sense and seems to follow natural human tendencies – many ideas are great in theory until they have a direct impact on your life.

The answer to NIMBY by most industries is education. Educating the community about the impact of a project, both pros and cons, is helpful to ease concerns. This can be difficult and may require some give and take, and in many cases the residents will remain strongly apposed regardless of efforts made. The quality of the education and information provided certainly helps make a better case for a particular development. Within the construction aggregate industry, mentions are often made of jobs added, tax revenues, and other near-surface economic indicators that have a positive community impact. What about the longer, deeper, and more far-ranging economic impacts? This is where the Mineralocity Aggregates platform finds use in providing an information-intensive, yet visual and approachable, illustration of economic need.

Salt Lake County, including Salt Like City and surrounding suburbs, is one of the fastest growing regions in the country and has seen 15.75% population growth since 2010. According to Census.gov, Utah experienced the nation’s fastest growth in housing units, with an increase of 2.7% between July 1, 2020 and July 1, 2021. Much of the growth has occurred within Utah and Salt Lake counties, both of which are within market reach of the proposed quarry.

According to Mineralocity Aggregates, demand for construction aggregate between 2020 and 2025, within the market radius of the proposed quarry, is projected to increase by more than a million tons in annual consumption.

Parleys Canyon Mineralocity Aggregates Data

Currently, Mineralocity Aggregates estimates that there is a supply deficit of construction aggregates within the market for the proposed quarry of more than 8.6 million tons. This is material that is being shipped into the market, often by truck at a high cost. The deficit is projected to grow through 2025 and beyond.

Parleys Canyon Mineralocity Aggregates Platform

As a customer of Dodge Construction Network, using their comprehensive projects database, we identified the total value and number of construction projects within a 65-mile market radius of the proposed quarry site. This data indicates that there are 1,225 construction projects at a total value of over $18.8 billion dollars proposed in some stage of development. Virtually all these projects will require some construction aggregates that could be produced at this proposed quarry. If not supplied by the quarry, they will need to be sourced elsewhere – further putting supply constraints on existing regional quarries and ultimately driving up prices. It is believed that many of the existing quarries within the market are operating at or near maximum capacity.

Assuming a current deficit of approximately 8.6 million tons and an increase to roughly 10 million tons by 2025, at an average Utah wholesale price of $10 per ton, this means there is a market opportunity for more than $100M worth of annual construction aggregate sales within the market radius of the proposed quarry. It is unlikely that this proposed operation can meet all the demand, but even just an additional half a million tons of annual regional production will help keep supply chains open for all proposed construction projects in the region. Over the operation’s life, it could potentially bring tens of millions of dollars to the economy directly and through cost savings to downstream consumers – from Utah DOT to commercial construction contractors, and even homebuyers themselves.

Regardless of whether the new Parleys Canyon quarry moves forward or not, the local deficit in construction aggregate materials will increase if construction growth continues, which it is projected to do. Our deficit projections also assume that current output from existing quarries remains consistent, which may not be the case as some major quarries within the market are thought to be reaching the end of their reserves – with no available replacements. It is likely that several new quarries will need to be developed within the next decade to meet the growing demand from commercial, housing, transportation and infrastructure growth. There are limited locations that allow for the production of fine and coarse aggregates that meet stringent quality specifications and are also located within trucking distance from Utah’s high growth region. These quarries will need to be built somewhere – otherwise costs will continue to escalate until it becomes too expensive for continued regional growth.

This problem is not isolated to Salt Lake County or Utah as a whole but is encountered on a nationwide level. NIMBY-ism makes things more expensive, and when it impacts key economic inputs like construction aggregates, the impacts can be felt by all.

With a nationwide dataset and many layers of market intelligence and economic insight, the Mineralocity Aggregates platform gives aggregate producers, trade associations and government entities the insights that they need to make smart decisions and conduct short- and long-term planning. When it comes to addressing NIMBY concerns, this insight could make the difference between success and failure.

WHAT IS MINERALOCITY AGGREGATES – A SIMPLE BREAKDOWN OF THE CORE DATASETS AND THEIR USES BY: STUART BURGESS

I’ll be candid – I’ve written a lot about Mineralocity Aggregates over the last six months, but I recently found out from an industry colleague that much of what I’ve written is overly technical or doesn’t adequately explain WHAT Mineralocity Aggregates is and how it can be used by those in and around the aggregate industry. This article is my attempt to rectify that, here we go!

All Commercial Aggregate Producers Mapped – Throughout the Entire United States

Mineralocity Locations

Mineralocity Aggregates has all 7,000+ commercial construction aggregates (sand, gravel, crushed stone) producers mapped out. This information is useful for those who are looking to source coarse or fine aggregate materials (construction contractors), those who are evaluating different markets to expand and start production of construction aggregates (active and potential producers), and others.

Some examples of how these mapped aggregate producers could be used are:

  • Locating sources for fine or coarse aggregate materials near a construction site
  • Identifying areas where there is a lack of current aggregate production
  • Identifying potential customers for suppliers to the aggregate industry – from explosives to tires and even consulting services
Aggregate Demand Estimated and Mapped

Aggregate Demand

Mineralocity Aggregates contains a very accurate proprietary population model that is used to estimate construction aggregates demand – locally, regionally, and nationwide. This demand can be visualized and explored in a variety of ways within the platform. This is especially useful for current and potential producers who are looking to scale existing or start new operations. This data is also useful for aggregate industry associations, government entities, and others who are seeking to better understand the flow of construction materials.

Some examples of how aggregate demand can be used:

  • Locating areas with good potential for starting a new pit or quarry
  • Optimizing existing operations to explore new portions of the local market
  • Evaluating long term local and regional planning needs
Aggregate Supply Estimated and Mapped

In addition to having construction aggregate demand mapped, the Mineralocity Aggregates platform also contains estimated supply from each of the 7000+ mapped operations and the impact of that supply within the trucking market region. This supply can be explored in a variety of ways, from clicking on each quarry individually to get an estimated production range, to exploring the market of a very specific location to generate an estimated balance of supply and demand.

Some examples of how aggregate supply can be used include:

  • Evaluating the performance and market dominance of competitors
  • Identifying areas of supply deficit that could support a new quarrying operation
  • Identifying and classifying potential customers for suppliers to the aggregates industry
Regional Economic, Development, and Geologic Information

Mineralocity Aggregates contains a variety of economic market intelligence that can be explored and visualized. This information ranges from the mapping of housing permits to growth projections. This information is useful to further explore potential regions that are primed for development of construction aggregates. The platform also contains layers that display general geology and favorable geology for production of fine and coarse aggregates. Some features even include interactive estimated production within specific geologic units – which is very helpful for identifying a good quarry location.

This regional economic information can be used to:

  • Explore high growth areas – or areas of future growth that could support quarry development
  • Identify areas of potential supply deficit that could warrant scaling an existing operation
  • Generating data rich presentations that can be used to present opportunities – for industry associations, to governments, and producers.
Putting it all Together –Market Grades

If you are looking for a quick way to evaluate a specific location and get a snapshot of current and future market conditions, the Market Grades layer is the first one to check. This layer ranks specific  locations on a simple A – F scale that factors everything from supply and demand to geology and even things like permitting difficulty and development potential. Clicking on a specific location – down to ½ mile squares – will open up a table that contains a host of useful information on the market, economics, geology, etc.

The Burgex Market Grades can be used to:

  • Quickly identify areas that are economically suitable for locating a quarry
  • Identify regions that have future opportunities for development
  • Explore the technical feasibility of opening a new quarry location
Conclusion

The Mineralocity Aggregates Platform provides market intelligence on the construction aggregates industry that is mapped and can be visualized and interactively explored – think Google Earth specifically designed for the aggregates industry. The tools and datasets available on the platform are constantly growing and more features are being added on a regular basis. Look for exciting new updates soon that further expand its usefulness – check it out for yourself at: https://mineralocity.com/ and you will see that it really is the future of aggregate market intelligence.

Huge Milestone Achieved as Mineralocity Aggregates Supply and Demand Market Analysis Completed for Entire United States

A major milestone was achieved this week as the Burgex Inc. Mineralocity Aggregates Team was able to complete a high-resolution visual mapping of estimated construction aggregate supply and demand analysis across the entire United States. (Graphic: Business Wire)

SANDY, Utah–(BUSINESS WIRE)–A major milestone was achieved this week as the Burgex Inc. Mineralocity Aggregates Team completed a high-resolution visual mapping of estimated construction aggregate supply and demand analysis across the entire United States.

This analysis was completed using millions of individual supply and demand datapoints to create an interactive raster grid that shows supply and demand balance that can be visualized on a local, regional, and national level. In addition to completing this analysis and visual map of supply and demand conditions, the Mineralocity Aggregates team completed an additional supply and demand analysis that shows the predicted aggregate market change over a five-year period to 2025. This analysis was completed using a highly advanced population model that has been developed by the Burgex Inc. analysis team over several years.

Stuart Burgess, Chairman of Burgex Inc. and Manager for the Mineralocity Aggregates launch team, stated, “In addition to individually geographically locating all 7000+ commercial aggregate producers in the United States, completing this supply and demand analysis represents a huge milestone towards the launch of Mineralocity Aggregates. Completing this phase required an enormous amount of computing power, as well as developing and coding several proprietary models for estimating the production of each individual operation, refining population and per-capita demand, and assembling both into a practical format. This latest analysis is just one more tool that will be available to help drive modern market analysis for construction aggregates. We are driving modernization in market analysis methods for essential mineral goods – like construction aggregates. This has never been done before and has required some extraordinary innovation on the part of Jake Tanner, Lead GIS Developer.”

Next development steps will involve combining this national supply and demand analysis with other new levels of analysis, such as geology and land status polygons, to generate additional analysis that will be useful for aggregate producers, industry suppliers, analysts, and more. These layers and many more will be available to full subscribers of the Mineralocity Aggregates platform. These tools are being designed to assist both producers and industry suppliers alike with market analysis and business development activities.

Mineralocity Aggregates, in partnership with Rock Products, will also be launching its Digital Aggregates Atlas. It will be available soon and free for use without a subscription. Learn more: www.burgex.com.

How Mineralocity Aggregates Is a Game Changer

Geographical information systems (or GIS) are revolutionizing how the modern world visualizes, consumes, and uses market information, especially for mineral market analysis studies. Not all markets are entirely geographically based, but virtually all of them have some sort of geographic tie. Video streaming services, for example, can be utilized anywhere in the world with internet access and a VPN perhaps – but determining locations for best serving those markets with infrastructure is very geographically based. There are few businesses that would not benefit from some sort of market study.

Mineral Market Analysis in Mining

Within the mining industry, transportation logistics and costs (as well as environmental, regulatory, labor access, and utility factors) weigh heavily on every operation worldwide. The viability of these operations hinges on the economic interplay of the factors mentioned above. Within the construction aggregate industry specifically, transportation logistics are critical.

Mineral Market Analysis for Construction Aggregates

Transportation or other construction projects are generally going to utilize the nearest available aggregate product in spec. It is not uncommon for transportation costs to exceed the purchase price of the material itself. Therefore it makes the most economic sense for a contractor to buy from the nearest quarry or pit to produce the needed aggregate.  In many parts of the world, it is possible to locate quarries and pits near consuming populations, but in other cases, they have been found hundreds of miles away and will need to be transported. Aggregate producers will build yards and facilities for distribution closer to high-demand regions. In any case, planning for quarry placement extends far beyond just finding a suitable geological unit with available land for development. The placement of these quarries begins with conducting a mineral market analysis study.

Traditional Mineral Market Analysis

Traditional market research for minerals and other consumables relies on tabulating estimated supply and demand based on knowns, projections, and assumptions. Populations are calculated based on census reports by incorporated area, census tract, or county. This population is multiplied by the estimated consumption of the product over a designated time (day, month, year) to generate an estimated demand. For construction aggregates, demand is generally calculated by tons (or tonnes) per capita annually within a designated region. Supply is estimated simply by adding up anticipated production (or distribution) within the same area. The formula calculates supply and demand on an individual site basis – generally within a spreadsheet. Depending on the complexity of the market is analyzed, this can take anywhere from days to weeks. A typical mineral market analysis for a greenfield site may take several weeks and may require on-the-ground intelligence to determine accurate supply and demand.

The Mineralocity Aggregates Revolution

With the advanced GIS tools utilized by Mineralocity Aggregates, dynamic versions of these same calculations are run on a matrix of granular grids of less than one square mile that cover entire states and regions. This generates a high-resolution interactive layer that can be used to identify areas of supply deficit – areas that could be ideal for the placement of a new quarry, pit, or distribution yard. Not only can areas of deficit be identified quickly on a regional or statewide basis, but the platform provides a host of other interactive data layers – such as the estimated annual production of existing commercial quarries, favorable geological units that currently host the significant output of construction aggregates, and regional economic and population growth indicators for future planning and projections.

The Mineralocity Aggregates platform will generate weeks or even months’ worth of actionable mineral market analysis research within hours. It is anticipated that this platform will find vital use with local, regional, and national construction aggregate producers to analyze current operations, select greenfield sites, and develop long-term plans for growth. The platform will also be helpful for those who supply the aggregate industry, contractors who regularly purchase construction aggregates, and researchers, both governmental and private, who wish to understand infrastructure construction and growth trends on an intimate national scale.

Burgex plans to continue developing the Mineralocity Aggregates platform to further enhance mineral market analysis through the dynamic study of transportation vectors, pricing, and demand growth projections of up to fifty years. Contact us today to learn more and register for updates before the anticipated platform release in the spring of 2022. In addition to Mineralocity Aggregates, Burgex has advanced capabilities to conduct mineral market analysis studies for a wide range of mineral commodities.
